At 1-100 skinning you're looking at level 5-12(ish) critters, if things are the same as they used to be when I had a skinner in beta. Much higher than that and you're looking at the next tier, which won't be open to you yet. Lower level critters used to be skinnable but aren't anymore, which is probably a good thing - before that you could pretty much skill up to 100 on the dregs of any starting area - now you actually have to get out and about a little bit.
