I've done it, here's how it works:
First, you have to figure out which Master/Instructor from your class gives the quest, there are some posts floating around that have some good info, one over at vanguardcrafters.com is pretty informative.
Once you get the quest, you have to talk to 3 different Master/Instructors in 3 different cities. For Qualia it was Khal, Hathor Zhi (KoS to nearly everyone) and Mekalia. You will also be required to craft 3 items, all were easy for me (23 Blacksmith). Once you have completed the 4 steps, go back to the original questgiver, in my case a fella in Ahgram, and you will now have the ability to learn recipes of that continent.
Now you will have to do the Tier quests as well, to get the higher level recipes, which at 21 usually means a trip to a nice little KoS area, have fun!
Now you have to build the faction to get the Instructor to give you the recipes. In Ahgram there are 3 separate guilds, the Cabal, the Merchants Guild and the Society of Invention, that have work orders available that give 10 faction each. However, they aren't easy work orders by any means, the easiest one was moderate for me. You only have to get 1 item in the WO to D to turn it in for credit, so don't go overboard on them, because if you fail it takes 10 faction away.
Your other option is to find an outpost where you are trying to build faction and grind work orders there. I haven't tried this yet, but I have heard that you get more than 1pt of faction per wo at an outpost, if anyone knows for sure, please confirm this.
Once you have 100 Crafting faction with the city you are in you can get recipes from the Instructor. I think you have to do this with each city because the faction is broken down that way, again I haven't confirmed this. The best bet would be to get your faction up in Khal since the boats will be going there, Ahgram is a bit of a run, I just did it there because that's where the quest starts.
