I believe the way it works is as follows

Go to the continent you want to learn from and find a Work order supplier.

Do W/O's until your crafting faction is 100+ at 100 you should be able to get a quest from the recipe trainer to speak to various craft masters around that continent, once you have done this they will agree to teach you Tier 1 recipes.

Repeat for each tier you wish to learn. Not sure if a quest is required at each new tier but i expect so.

Each Tier requires another 100 faction, so crafting 200 single item w/o's would qualify you for Tier 2 as you get 1 point per w/o.
