I think it normally falls like this (from what I've gathered). The 0 point finished actually decreases the quality of the item somewhat. I 'think' its around 5% but not sure. I've tried testing items that have 30% quality (C grade) and could've sworn they dropped to D grade when completed.

As a rule of thumb, I try to have the 100pts for the 'nice' finisher. Especially when I'm making stuff to sell or for myself.
