Well, a good majority of the artificers out there are carpenters for ship building, so there isnt a lot of crafted jewelry out (mineralogist). Its also hard pre-20 to get much in the way of jewelry as far as drops (from what i have seen). So, all in all, there is a good chance that there just isnt any on the market where you are. Your best bet would be to hook up with an artificer and see about getting some made for you.
