Your HP is like mine - you registered ages ago and didn't post for a long long time, which translates into low regular contributions.
As for the horse quest, you will not be offered it until you've finished the newbie line (which means you'll have 40 skill) unless the recent patch changed that. The orignial Diplo quest NPC should have the first step of it once it becomes available. If you don't see it, then it's probably not available to you yet.
