None of them. The entire newbie line is a requisite before you can get the horse quest - usually it'll take you to about 40 diplomacy skill. You'll also get a couple of neat items and a courier's pouch at the end, iirc.

Diplomacy is still being tweaked but part of the challenge is learning how to play with a limited selection of cards. For the most part (and I say this advisedly ) the NPCs can be beaten with the newbie decks we're given - some require vast amounts of luck and some are (or were) just plain too strong, but that's being tweaked as we speak pretty much.

I'm not entirely sure I'm a convert to the new adapto-deck system, but even then it's possible to get through the lines (or should be). I've just taken a halfling through her newbie line and did ok, despite wanting to slowly kill a couple of NPCs. My wood elf is stuck near the end of the newbie line on one of the foreign envoys because her chameleonlike adaptability was making me froth at the mouth, but I'll go back to it once I calm down.

The point I'm trying to make is that diplomacy isn't quite balanced yet, and may not be for some time. It's like a really tall, really fancy house of cards, and tweaking is probably quite a complex thing to do. If it hits your frustration meter really quickly (as combat deaths do mine), you might want to wait a bit. Also, the "free" horse quest is misleading. It's neither easy nor quick, and by the time you earn him you can easily afford a normal one - though you do get the bragging rights.
