They do, the first time. And yes, the basic idea is to stop the market from being flooded by grind-items that nobody really wants. SWG was a case in point for that, but most games with grind-real-items systems see it too.
Aside from that, it opens up the work order mechanism for later stuff like needing to do certain types & quantities for new outposts or possibly even new player towns in order to help them get set up, and things like that. I'm speculating here, but drawing somewhat from things the devs have said in the past.
