Re: Diplomacy cards
The diplo quest for the horse takes places once you complete your 'initial' diplomacy line. This means that you do every quest your diplo trainer sends you on. Once you've done all the quests, he'll send you on the quest. You have to be level 10 to do the quest for the horse.
As for more cards, you get them from quests and civic diplomacy. Other than that, there is no way that I know of to get additional cards.
