Buffed Civic Diplomacy?
I seem to be having a considerably tougher time winning civic diplomacy parleys after the last patch. It makes it very difficult on trying new strats because the penalty for losing is so steep. Even a strat that was solid for me before the patch, now only wins about 75% of the time. Anyone else having difficulties?
