If you don't mind, try again, and read the chat box to see if it gives any further information. If you are missing an item, it should tell you exactly what.

Also, you might see if the toolbelt containing your tools has a green check mark on it in your crafting inventory. If not, you might not be able to take the action due to the lack of available tools.

If that doesn't help, read the description for the action that you are attempting to use, and list it and the items available here so that we can try to figure out the problem.

In some situations, this is appropriate. When I am doing copper ingots, I sometimes end up with 400 extra AP, so I just ignore any penalties against AP. However, when I am trying to make pristine harvesting tools and run into a Quality penalty, I get rid of it as soon as possible unless I know that I have five steps before adding anything to the Quality meter. You will also find as you go on that some penalties affect both Progress and AP, and those are a nuisance.
