The soft cap has been raised from 11 x level to 18 x level.
Standard attribute bonus cap per level is 5. There are a couple of races that can raise a specific stat cap to 8 per level. Even at 8 you will still need gear and buffs to reach the cap of 18 per level.
Comparing a race with a cap of 8 to a race to the standard of 5 the end result is that one still needs 10 points per level and the other 13 to reach the level cap for only a difference of 3. In addition the race with the higher primary stat will in all likelyhood be worse off in secondary stats which in VG play a greater role.
Rather than a class being dependent on 1 primary attribute Sigil has given all stats more meaning, making secondary stats more essential. This makes maxing of the primary stat alone far less viable than in other games
WIS is important to all casters as it defines the size of your mana pool.
INT is important to Offensive casters as it affects the damage of your spells. A caster with low INT will do less than the reported damage. Casters with high INT will receive a bonus to their spell damage.
VIT is important for 2 reasons:
1) It affects Heals the way INT affect damage. Someone with a low VIT will heal for less than the reported heal and someone with high VIT will heal for more.
2) In addition VIT affects your in-combat Energy and indirectly out-of-combat regen as out-of-combat regen is determined by in-combat regen.
