No it's not like Horizons. You will still want to skill up in Outfitting. A lot of recipes are outfitter based and can be made by both carpenters and minerologists. The reason you're aren't seeing a lot of info on specific items yet is that they got the stuff done for houses and ships first and are now fleshing out the other recipes. A whole bunch of focus items etc. were in the last patch. I expect a lot more to go in soon.
