There are two things that should help out. First is homes will only be buildable in areas that are specifically zoned for them. In addition specific plots will be used to make sure structures cant be used to build impassable structures which was a major problem in UO when I played it. Secondly the world is much much larger than UO's world so theres alot more space to spread out. Add to that the upkeep fees and Sigils intention to encourage people to take down their homes to build new ones closer to the areas they frequent as we should have a decent system to work with.
