I usually pick the class first, since that's really what is the determining factor if it's fun or not. If you don't enjoy what you are doing, then there's not point in doing it. I tend to stick with utility type classes, the ones that can do a little bit of everything. After that, I'll pick a race that has good lore, and style. Then the character development kicks in and there's a persona and personality in my mind for that character.
Now when it actually comes to RPing, I tend to only RP in chat channels that are show to everyone. I rarely RP in group, and almost never RP in guild chat. But if you see my character and he's talking outside of either of those, that's how the character is.
