the loot system in eqII is pretty good imo, aslong as the leader sets it to lotto which almost all do, the window pops up you click accept if you want it and in most groups ive been in if they notice that its a spell that your class can use they will decline or if they dont notice you ask politely and they hand it over, never been in a group with someone who wouldnt hand over something someone else in the group could use.

The whole need before greed argument is a double standard. People insist that just because they use an item they have more right to have the item even though everyone in the group worked together to recieve that item. If they item has value everyone deserves to have an equal chance to recieve the item. A flawed need before greed system never worked well outside of a group of close friends.

imo the need before greed system is more about being nice to others in the party, so the wizzy gets the wizzy spell and the ranger gets the ranger spell instead of the other way around in which case both would sell it and may or may not get enough coin to buy the spell they would have gotten if they just traded with the other.
